Yesterday, a committee in the Colorado House of Representatives heard testimony on HB 1102, a bill to remove the state from the National Popular Vote interstate compact (NPV).

It’s no secret that NPV was founded by an upset Al Gore supporter, nor that most of its recent support comes from Democrats similarly frustrated by 2016.

Rep. Jason Kyle has introduced House Joint Resolution 5, proposing an amendment to the Utah Constitution, with the intent of blocking any future legislature from signing the state on to NPV.
