The status of NPV

The National Popular Vote interstate compact (NPV) is state legislation designed to nullify the Electoral College without changing the Constitution. It has a “trigger”—NPV takes effect if passed by enough states that they control a majority of electoral votes (270 out of 538) and thus the outcome of presidential elections.

Seventeen states and DC have passed NPV legislation, controlling a total of 209 electoral votes (as of April 2024). It has passed in at least one chamber in eight other states, and has been introduced in every state.
